Abstract
Efficient management of emergencies is crucial in preserving the integrity of critical infrastructures. In the literature, key performance indicators (KPIs) are introduced to measure and improve efficiency of business processes.

Unfortunately, the necessary KPIs for emergency management processes have not been defined rigorously. Lack of mathematical basis makes it impossible to measure and analyze business processes objectively and computationally. This chapter introduces a novel set of KPIs suitable for evaluating emergency management processes. A simulation framework is designed to model and assess emergency monitoring and management processes and the associated KPIs. The utility of our approach is evaluated by using various disaster scenarios.
